Upsizing the canal is the not best long-term solution to solve the problem, it added.
Instead, a better approach would be to contain the rainwater upstream in the prime shopping district.
The panel has recommended a wide range of measures such as green roofs, drain capacity improvements along the pathways, flood barriers and raised platform levels that may alleviate the water levels in an event of a heavy thunderstorm.
The statement from Ministry of the Environment and Water Resources further noted that road raising has helped to reduce the flood risk in the area but is uncertain whether it has shifted the flood risk to another location.
Contrary to rumours, the statement also indicated that the construction of Marina Barrage did not cause or worsen the flooding situation.
Looking ahead, it added that Singapore needs to be prepared for more extreme weather conditions brought about by climate change.
Earlier this month, Minister for the Environment and Water Resources Vivian Balakrishnan urged Singaporeans to be patient while alternatives to the Stamford Canal are being studied to help resolve flooding along Orchard Road. He had also suggested that “reserve capacity” needed to be constructed for Stamford Canal.
PUB is currently conducting a study to seek out solutions for the flooding problem. It is expected to be completed in May.
